In a large skillet over medium/high heat, add ground beef. Using a meat masher, break up meat and brown it.
Using a colander, drain grease from ground beef.
Place a large pot over medium/low heat.
Add the browned ground beef, onion, tomatoes, bell pepper, rice, chile sauce, water, worcestershire sauce, brown sugar, salt, black pepper, and cumin. Stir to mix well.
Bring to a simmer, and simmer for approximately 30 minutes, stirring often.
In the meantime, preheat oven to 375° F
In a 2 quart casserole dish, add the ground beef mixture.
Using the back of a spatula, press the mix down into the casserole dish.
Top with shredded cheese.
Bake at 375 degrees F (190 degrees C) for 10 to 15 minutes, or until cheese is melted and bubbly. Garnish with chopped fresh cilantro.
In preheated oven, bake 10 - 15 minutes or until shredded cheese is bubbling, and melted.
