In a large pot, cook the ground beef and onion together.
If there's extra fat, drain it off.
Add pepper, oregano, basil, seasoned salt, and onion soup mix to the pot.
Pour in water, tomato sauce, and soy sauce. Stir everything together.
Heat the pot until the mixture starts to boil. Then, turn down the heat, cover the pot, and let it simmer for 15 minutes.
Now, add diced tomatoes, corn, celery, potatoes, and frozen vegetables to the pot.
Bring the mixture to a boil again. After it starts boiling, lower the heat and let it cook without a cover until the potatoes are soft, which should take about 30 minutes. If it looks like it needs more water, add some.
Finally, season the soup with garlic salt according to your taste.
