toasted, skinned and chopped

Instructions
Preheat oven to 325° F.
Line two large baking sheets with parchment paper.
Use a food processor to finely chop the oats.
Transfer the chopped oats to a medium-sized mixing bowl.
Add the flour, baking powder, baking soda, and salt to the oats.
Mix these dry ingredients well and set the bowl aside.
In a large mixing bowl, use an electric mixer to beat the butter and both sugars until the mixture is fluffy.
Beat in the eggs and vanilla extract into the butter mixture.
Add the oat and flour mixture to the butter mixture and stir just until everything is blended.
Stir in the chopped toffee, hazelnuts, and chocolate chips.
Place rounded tablespoonfuls of dough onto the prepared baking sheets, spacing them about 1 inch apart. Do not flatten the dough.
Bake the cookies until they are golden and have flattened slightly, which should take about 15 minutes.
Allow the cookies to cool on the baking sheets for 5 minutes.
Transfer the cookies to a cooling rack to cool completely.
Store the cookies in an airtight container at room temperature.
